Reflections of Agile Management on Public Administration

Synopsis

In the rapidly digitalising world, competition between states, changing and increasing demands of citizens, as well as emergency crises such as epidemics and disasters, drive the search for solutions beyond the traditional administration approach. One of the proposed solutions is the Agile government approach, which is widely used in software development and the private sector, and which is being tried to be transferred to the public sector. In this direction, this study discusses the agile government approach, which is characterized by the concepts of speed, flexibility and adaptability. The aim of the study is to investigate how the agile government approach promotes innovation in public administration for a more flexible and efficient public administration. For this purpose, agile government practices in the literature were examined and it was determined to what extent they brought innovation to traditional bureaucracy and with which methods they were put into practice. In the public administration literature, studies on the concept of agility and the changes brought by the principles, values and methods of agile government to bureaucratic organizations are limited. It can be seen that the learning process of agility, which is a new concept, is ongoing in the public sector, that agility is used in different meanings in different departments or institutions, that it has been significantly changed from its original context, that some aspects have been toned down or removed.
