Synopsis

People have physiological needs that arising from the presence of individual and they have some various socio-cultural needs arising from living in a society. These necessities can differentiate in parallel with economic, social, political, technological and cultural etc. developments. Depending on these changes, societies formed union of forces as market, state, third sector, in order to meet their own needs.

According to conditions changed by 1929 great economy crisis; restructuring was performed in economic, social, and political areas. The concept of social welfare states, put forward by effect of Keynes and continued until 1970s, suggested. Actually, this concept can be revolt against liberal dogmas. However, stagflation crisis in 1970s causes loss of function of state in socio-economic area. Because of growth of welfare state leads to increasing of social expenditures. Welfare State failed in social and economic areas, the social needs are not provided because of ever increasing costs and Third sector institutions’ are formed as a liberal alternative to welfare states. Main reasons of establishment of these institutions are globalization and reducing the effect of institutionalized welfare state with the neoliberalism that philosophy of globalization and taking role of the states in social areas.

The twenty-first century, a voluntary,- non profit, independence, women's and children's rights, environmental issues such as poverty alleviation and the third sector organizations in a collaborative effort to solve social problems, employment security, including education, health and many other fields as economy, society, one of the most important actors has become.
