Traces of Innovative Leadership in the Ottoman Empire: A Study on the Managerial Activities of Mi̇dhat Pasha

Synopsis
The aim of the study is to examine the managerial activities of Midhat Pasha, who held various positions as an administrator in the Ottoman Empire, and to reveal whether these activities can be associated with innovative leadership. In this context, in order to analyze managerial activities from an innovative leadership perspective, the characteristics of innovative leaders were determined in the literature and Midhat Pasha's activities in the regions where he was a governor were examined in this axis. In line with the data obtained from this study, in which the meta-synthesis method, one of the qualitative research methods, was adopted, it was observed that Midhat Pasha developed and implemented innovative, open-to-change, original applications for the effective use of existing resources and solutions to chronic problems during his governorship. As a result, it was determined that Midhat Pasha's managerial activities were compatible with innovative leadership characteristics and it was revealed that he could be characterized as an innovative leader.
