Synopsis
Unemployment and employment issues have always been an important agenda item for both developed and developing countries. The consequences of unemployment are multifaceted for both states and individuals. Therefore, labor markets are too critical to be left to their own devices. Although employment policies implemented to combat unemployment vary from country to country, they are generally categorized under two headings. The first one is active employment policies that focus on helping unemployed individuals find new jobs by improving their skills, and the second one is passive employment policies that focus on eliminating the social consequences of unemployment by providing income support.
This study aims to reveal the importance of passive employment policies implemented within the scope of combating unemployment in Turkey. In line with this objective, the passive employment policies implemented in Turkey and the current data published on official websites on the subject are examined in detail. As a result of the examining, it was concluded that while passive employment policies focus on the social problems caused by unemployment, they may have negative effects on the desire to look for a job. For this reason, it is emphasized that active and passive employment policies should be implemented together in a coordinated manner in order to complement each other and get the most efficient results.
