Although the term Azerbaijan has a very old history, it has been used not only as a geographical place name but also as a national idea in the last century. The transformation of Azerbaijanism into national ideology in state policy is one of the greatest historical services of the national leader Heydar Aliyev to the Azerbaijani people. It is one of the unique services of Heydar Aliyev to introduce Azerbaijani culture and rich historical heritage to the world community. Heydar Aliyev defined the modern face of Azerbaijan with his political genius and left indelible marks on the fate of its people. He is one of the rare figures of Azerbaijani history, one of the powerful figures of the Turkic world and the civilized world in general. This irreplaceable person, who went down in history as the national leader of the Azerbaijani people, has the highest leadership qualities. As a result of the farsighted policy of the national leader Heydar Aliyev, today Azerbaijan is recognized worldwide as a civilized, democratic, secular republic and a great state. The most important feature of Azerbaijan's foreign policy is the establishment of high-level relations with strong international organizations and the use of these relations in line with the interests of the state. Therefore, one of the important aspects of this foreign policy determined by Heydar Aliyev, the national leader of the Azerbaijani people, is to establish high-level relations with these institutions and structures. The principles declared by Azerbaijan as a political aspect are that it is a state that opens the door to secular, democratic, open and progressive development processes occurring in the world and wants to be involved in these processes. It is a fact that Azerbaijan has a strategic and important geopolitical position and that the country has sufficient resources such as oil and gas reserves. In this study, the reflections of the importance attached to cultural values ​​to Azerbaijan by the thoughts of Heydar Aliyev as a folk hero, guiding the foreign policy in a way to guarantee the independence of Azerbaijan, are emphasized.
