Periods of disasters affect social life in cities to various degrees in terms of crisis situations, when people experience problems physically, spiritually and economically, and which cause them to be unable to continue their daily lives normally. These disaster-related crisis periods also cause administrative workloads and difficulties, making disasters an important precaution and intervention issue for central and local governments. The geographical area where Turkey is located is a place that disasters have occurred throughout history and those living there have experienced their consequences. In this regard, a multi-layered, preventive and strategic approach is needed in Turkey, in which measures to take precautions against disasters are implemented as well as intervening in the consequences of possible disasters. The legislation and policies put into effect in recent years show that significant progress has been made on this path. In this study, the relationship of disasters with cities; the concept of crisis; experiences and current situation of Turkey in terms of natural disasters; the country's understanding of disaster management and social state practices for the post-disaster period will be discussed. In the conclusion part of the study, evaluations regarding public social state practices and public administration practices in the context of natural disasters will be included.
