Synopsis

Risks to security are increasing and diversifying day by day with human actions. The ecological security approach, which proposes that human beings form a dependent part of the ecosystem as a whole, and therefore re-evaluates the human-nature relationship, focuses on human actions, which are the source of security problems. Creating safer areas at local, regional, national, and global scales requires restructuring at the lowest level. In this context, the neighborhood is a suitable scale for this structuring, both physically and socially, in terms of gaining ecological awareness, creating a self-sufficient social structure, and taking preventive and remedial measures against security risks.

In this study, the legal and administrative problems that limit the current potential of the neighborhood have been evaluated and solutions have been proposed. In this context, neighborhood planning is recommended in order to determine security risks correctly, to prevent access problems in times of crisis, to create spatial belonging, sense of community and ecological awareness. Neighborhood is the area where local democracy and governance culture will spread. For this reason, it is necessary to activate the participation mechanisms at the neighborhood level and to increase the impact capacity of the neighborhood administration on the city administration.
