Mustafa Kemal Atatürk founded the new Republic of Turkey at the end of the "War of Independence", one of the surviving veins of the Ottoman Empire that was burned by imperialist states and played very important roles in the institutionalization and modernization of this state.

George Washington led the colonial and multi-mosaic society, won the war of independence, and later brought the states together, constitutionalized the declaration of independence, created a federal state structure and played an important role in the development of America.

Investigating the similarities and revealing the administrative qualities of both Mustafa Kemal Atatürk and George Washington who led similar struggles for the liberation, establishment and institutionalization of their countries will provide inferences for today and the future.

The research began with the question, “Is leadership an innate talent or a skill acquired through education?” In particular, an attempt was made to reveal the criteria and scales to be used in the determination and training of senior administratives.

The research is a "qualitative" research and "comparative historical research" and "descriptive research" methods were used together.
