Determination of Rural and Urban Population in Metropolitan Scale: The Case of Ordu (2013-2023)

Synopsis

The main purpose of this study is to determine the rural and urban population of Ordu, the last province to be transformed from a provincial municipality to a metropolitan municipality, by using the neighborhood level data of the Turkish Statistical Institute. Thus, it is aimed to contribute to the literature with the Address Based Population Registration System data of  2013-2023 to sample provincial studies covering different dimensions and periods. In the method of calculating the rural population, administrative units defined as “village and town municipality” during the period of provincial municipality and as “neighborhood” after the transformation into metropolitan municipality are separated from the neighborhoods that constitute the urban population. In Ordu, the last province to be transformed from a provincial municipality to a metropolitan municipality, the 2013-2023 Address Based Population Registration System neighborhood level data of the Turkish Statistical Institute are used to calculate the rural and urban population in all neighborhoods of 19 districts one by one, and the rural and urban population change and the ratio of rural and urban population to total population are presented on a yearly basis. From the findings obtained, it is concluded that the population in rural neighborhoods in Ordu tends to decrease while the population in urban neighborhoods tends to increase, thus there is a significant decrease in the total rural population, there is a change in the ranking of the districts with the highest rural population when the Turkish Statistical Institute data for 2013-2023 are compared, and there has been a continuous change in the ratio of the total population of the province to the rural and urban population in the last ten years. Therefore, it is evaluated that the inclusion of neighborhoods that maintain their rural character in the urban population may be a factor that may prevent success in the development, implementation and finalization of local public strategies, and it is recommended that the population in metropolitan municipalities should be determined and presented more accurately so that the definition of the total population of the province as the urban population does not prevent the effective and efficient results of the city's local policies.
