Synopsis

Disability is an issue as old as human history, and it has evolved into a complex and multifaceted concept. Consequently, it has been addressed in various disciplines. Initially, disability was studied primarily within a medical framework. However, over time, it has been explored in fields such as architecture, sociology, education, urban design, and local governance. In recent years, there has been an increasing focus on studies within the field of local governance. In this context, the aim of this study is to review the existing literature on disability in the context of local governments and evaluate the related practices. This study outlines the general framework of literature concerning local governments policies and practices aimed at improving the quality of life for disabled individuals and identifies research gaps in this area. The study reviewed works published between 2009 and 2025 in both English and Turkish, using various databases. The selected works were examined through document analysis with regard to their objectives, methodologies, scope, and findings. A total of 43 works were included in the study, with 11 in English and 32 in Turkish. Each study was analyzed in depth, and differences and similarities were evaluated.
