Practices for Disabled People in Local Governments: A Review of Strategic Plans of Istanbul Metropolitan Municipality

Synopsis

A certain portion of the population worldwide and in Turkey consists of individuals with disabilities. To reduce the challenges they face in daily life and enhance their full and active participation in social life, central and local governments develop various policies. In this context, local governments, which formulate policies to address the common needs of local communities, play a crucial role in developing localized policies for people with disabilities. This study aims to examine the strategic plans of Istanbul Metropolitan Municipality (İBB) for the periods 2015-2019 and 2020-2024, analyzing the impact of the administrative change on strategic policies for individuals with disabilities. The study employs document analysis, a qualitative research method, and evaluates İBB's strategic plans from two different administrative periods using thematic coding with the MAXQDA software package. As part of the coding process, MAXQDA Analytics Pro (24.7.0) was used to apply the Code Matrix Browser, Single Case Model, and Two Case Model analyses. The findings indicate that the 2015-2019 strategic plan defines objectives related to individuals with disabilities more clearly and provides detailed descriptions of specific services and projects. During this period, concrete projects aimed at enhancing the education, employment, transportation, and social participation of individuals with disabilities were included. In contrast, the 2020-2024 strategic plan contains more general statements, lacks clearly defined specific objectives, but places greater emphasis on policy recommendations for individuals with disabilities.
