Synopsis
Bureaucracy is in constant relationship and interaction with political decision makers due to its activities. Government systems shaped according to the relationship between forces play an important role in determining this relationship and interaction. The study deals with the impact of government systems on politics and bureaucracy. In the study, the reflections of the parliamentary government system, parliamentary system, semi-presidential system and presidential system on the bureaucracy-politics relationship were examined. In the study, literature, theoretical knowledge and country legislation on the subject were examined. Government systems are limited to their pure types in terms of evaluating their effects on the politics-bureaucracy relationship. In the study, firstly, bureaucracy, political power and government systems were explained theoretically and the mechanisms affecting the politics-bureaucracy relationship were examined. In the last part, the effects of government systems on the politics-bureaucracy relationship are discussed in line with practical examples. Since political power is based on popular sovereignty, it has the authority to make decisions and carry out public activities over society. Bureaucracy is the means of implementing the decisions taken by the political power. Due to the current position of modern states, bureaucracy has an important function and power in the execution of public activities. However, it has been observed that they carry out their activities in accordance with the orders and instructions of the political power and are not inclined to engage in a power struggle with the political power. The study concluded that government systems that provide a strong and stable administration are more functional in controlling and controlling the bureaucracy. In this regard, it has been determined that the state structure, party system and democratic culture in the country, along with the government system mechanisms that will encourage strong and stable government, also shape the relationship between politics and bureaucracy.
