Synopsis

The political system is defined as a whole that encompasses the institutional structures, rules and actors that regulate the governance processes of society. Within this system, political power is a central factor that directs society, determines public policies and bases its authority on legal and sociological foundations. The bureaucracy, which plays an active role in the decision-making processes of the political power, is an administrative mechanism that ensures the continuity of public administration, consists of specialized staff and operates within the framework of laws. Bureaucracy is a fundamental building block in the functioning of the modern state and plays a critical role in decision-making and implementation processes.

This study analyzes the interaction between the political system, political power and bureaucracy in a theoretical framework and analyzes how these elements are in balance and conflict with each other. The study evaluates how bureaucracy establishes a relationship with political power and how it affects public administration processes, especially within the framework of Max Weber's understanding of bureaucracy and contemporary management theories. While analyzing the power of political power to direct and control the bureaucracy, it is also discussed how the bureaucracy is positioned as an active actor in decision-making processes. In this context, it is emphasized that bureaucracy is not only an administrative tool, but in some cases it can become an independent power center.

The nature of the relationship between politics and bureaucracy manifests itself in different ways in democratic regimes and authoritarian systems. In democratic regimes, accountability and transparency of the bureaucracy are prioritized, while in authoritarian regimes bureaucratic structures are under the control of the political power. However, in some cases, it is possible for bureaucratic structures to become overpowered and create bureaucratic tutelage or, on the contrary, for the political power to create instability in governance by excessively controlling the bureaucracy.

As a result, the relationship between the political power and the bureaucracy should be balanced for the effective and stable functioning of the political system. Failure to achieve this balance may lead to failures in governance as well as political and administrative crises. This study aims to contribute to the academic debates on this issue by analyzing the relationship between politics and bureaucracy from the perspectives of administrative science and political theory.
