Synopsis

The phenomenon of politics is a multifaceted concept encompassing human behaviour, power dynamics and the organisation of society. In a broad sense, politics is the process of making, implementing and guiding public decisions. From the perspective of political sciences, politics includes the methods that individuals, groups and institutions follow to protect their interests, manage conflicts and maintain social order. Bureaucracy is a basic form of administration developed by modern states to organise complex administrative processes. Although bureaucracy, as defined by Weber, is often associated with negative connotations today, it is actually an organisational model shaped within the framework of hierarchical structure, clear and objective rules and relationships free from personal interests. The relationship between bureaucracy and politics is shaped around a common goal of increasing the welfare of society and the efficiency of public services. Both structures act in line with the same basic values and tools, creating a management mechanism that functions in harmony and co-operation. While politics directs decision-making processes, bureaucracy ensures that these decisions are implemented in a stable and organised manner. This dynamic interaction is a critical element of balance that strengthens the sustainability of public administration and its capacity to respond to the needs of society.

The focus of this study is to provide a comprehensive analysis of politics and its functions, followed by an in-depth examination of the historical development of the concept of politics. In this framework, the evolution of political processes and their impact on social structures will be discussed. Afterwards, the concept of bureaucracy and Max Weber's approach to bureaucracy will be analysed in detail and how bureaucracy is shaped and functions in modern societies will be discussed. In the final stage of the study, it will be evaluated how the concepts of politics and bureaucracy shape and interact with each other. In this context, the study aims to fill the gaps in the existing literature and make an original contribution to the literature, enabling us to understand political and bureaucratic structures in a more in-depth and comprehensive manner both in academic literature and in practice.
