Synopsis
The bureaucratic structure, which was created to organize various needs of societies in the historical process, has become the basic dynamic of public organization. This form of organization, the theoretical framework of which was created by Weber in the 19th century, has formed the basis of modern bureaucracies with its principles of official authority, hierarchical structure, division of labour and specialization, rules and procedures, competence and career orientation, impersonality and written documents. This structure has been institutionalized in the historical process in the context of the increase in the volume of social transactions and works, the emergence of the state and nation-state, capitalism, ideological and political reasons, special administrative problems and needs, industrialization, the idea of democracy and equality, and social conditions. However, it is stated that various problems have emerged in the bureaucratic structure created by Weber due to the developments that have emerged today, and it is criticized based on these reasons. It is emphasized that the bureaucratic structure has fundamental problem areas such as centralization, rigidity of rules, official and unofficial structures, politicization, politics-bureaucracy relationship, regime and bureaucracy relationship, bureaucracy-democracy relationship, effectiveness and efficiency, avoiding responsibility and initiative, personnel system, isolation and secrecy, bureaucratism, economic development, compliance, individual, bureaucratic attitude, and ethics. Despite these problems, bureaucracy is indispensable as an organizational model of public administration and large-scale companies, keeping up with the developments of the modern age.
