Synopsis

Since the first societies had a simpler structure, they may not be expected to have a bureaucracy structure in the present sense. However, it is known that these simple societies also had a division of labour and a hierarchical relationship, which are important functions of bureaucracy. The management and administration of large organisations in modern states can only be possible with a well-organised bureaucratic structure. In this respect, bureaucracy is a form of administration that regulates the functioning of a state, an institution or an organisation, contains certain rules and has a hierarchical nature.

Although the bureaucratic form of management is also encountered in non-state organisations, it is mostly attributed to the state organisation. This form of management has functions such as a hierarchical structure in the sense of a standardised order, a system based on specialisation aiming at efficiency, a structure expected to reveal fair and equitable practices, an accountable and continuous organisational structure and a field of duty determined by law. Bureaucracy is the activity of carrying out works and transactions by specialised persons within the framework of predetermined procedures. In order for these activities to function in an orderly manner, the bureaucratic structure must have a hierarchical structure and be impersonal and continuous. Again, the fact that bureaucracy has a transparent and auditable structure may lead citizens to believe that bureaucracy is egalitarian and fair. The fact that the bureaucracy consists of rules determined by law in advance can prevent arbitrariness and ensure the existence of a standardised structure.
