Synopsis

The institution of bureaucracy, which began to attract attention as a result of the changes and expansions experienced in the areas of authority and responsibility of states over time, has become an area of ​​both interest and problems for societies, maintaining its importance today. As an organizational structure, the individual and the social structure, which continue their existence in an economic, administrative and cultural environment, always exist within an institutional structure, including the performance of their daily tasks. Bureaucracy, which emerges as both a need and a necessity in the realization of all transactions of the individual from birth to death and even after death to the execution of inheritance transactions, brings with it some problems regardless of the form and structure of the government of the states.

In order to reduce or eliminate the negative impact of bureaucracy, which is one of the main problem areas during the functioning of the system structure implemented by the states, the government in political power and the political parties aspiring to power want to break bureaucratic efficiency by implementing restrictions in the provision of public services or by narrowing down the areas of activity. Different methods have been tried to be implemented in order to achieve this situation, primarily the reduction of the state, privatizations, and making the market mechanism more effective.In the perspective of the state's administration, the two basic institutions, bureaucracy and politics, appear as two institutions that support and complement each other in the implementation of the administrative power. Although politics is the decision-maker and bureaucracy is the implementer and the distribution of tasks is in this way, it is seen that the bureaucracy sometimes tends to use the administrative power when it feels that politics is weak due to some of its characteristics. This situation shows that there is both cooperation and competition in terms of the use of power between the two institutions. Although many books and publications have been written about bureaucracy and politics up to now, this study aims to evaluate the institutions of bureaucracy and politics from an academic perspective by addressing them on a theoretical and ideological basis.This study was prepared with the contributions of valuable academicians who are experts in their fields from different universities in Turkey. Each of the chapters was meticulously prepared by the authors by examining them in detail. I would like to thank all the authors who contributed to the preparation and publication process of the book, the editorial team, and Özgür Publications, which made it possible to publish our work. I hope that this study, which addresses the subject of bureaucracy and politics from an academic perspective based on theories and ideologies, will be productive and contribute to our readers.
