Technological advances and developments are progressing at a rapid pace. Today, innovation and change are evident in every field. In order for businesses to survive in the rapidly increasing competitive environment on a global scale, they must always take innovation as their guide. With the change in the world, it is seen that labor-intensive economies have difficulty in developing and developed countries have adopted technology-intensive production processes. It is clear that in order for technology-intensive production processes to be effective, technology production and support for technology must increase. In order to follow the development of technology and compete with developed countries, investments in this field should be increased and cluster centers should be established to create an ecosystem that will contribute to the country's economy. It is obvious that the synergy and ecosystem created by cluster centers will be areas where innovative projects will flourish. Technoparks appear to be the areas with the highest level of organization and synergy among cluster centers. In Turkey, as a result of the enactment of Law No. 4691, the establishment of technoparks, also known as technology development zones, has made great contributions to the Turkish economy and has also made great contributions to the establishment of an R&D and innovation culture. Today, it is not possible for heavy industry moves or labor-intensive production processes alone to take countries higher in the development rankings for economic development. Economic developments within competitive processes are only possible with the prominence of innovative processes. The level of development that countries have reached depends on their development in the field of technology and innovation. It is known that technoparks play an important role in the commercialization of academic knowledge. It is extremely important for countries to use their trained human resources in the most efficient way. One of the most important centers of trained human resources is universities.
