Akka Mutasarrif (Governor) Ahmet Ziver Pasha and His Report on The Sanjak (1885)

Synopsis
Ahmet Ziver Pasha, Governor of Akka Sanjak, served between 1884 and 1885. He had the opportunity to serve the state in various official positions for many years. After being appointed to Akka, he had the opportunity to get to know the region and before leaving, he wrote a report containing his ideas for improving the prosperity of the sanjak and the welfare of its people. He submitted this report to the Sublime Porte in September 1885. In his report, he included observations on the social and economic situation of the region, its historical background, geographical and strategic location, demographic conditions, and urban development activities. He specifically addressed the tax policies that were causing the impoverishment of the local population, the drawbacks of the military conscription system being carried out in exchange for payment, the unlawful transfer of lands owned by the inhabitants, and the concerns raised by the region’s becoming a settlement area for Christian groups. He suggested that trade should be developed in order to increase the welfare of the people and that for this purpose, the districts and towns within the Akka Sanjak should be connected to each other by building a railway, extending all the way to Damascus. He emphasized that the Akka port should be reorganized and operated like other major ports. He thought about the construction of roads, bridges, police stations, prisons, hospitals and recreation areas in the towns in the Sanjak. He had the shrines and other places that were visited by the people and were in ruins repaired. Some of the proposals outlined in Ziver Pasha’s report were put into practice during his own lifetime, with the remainder being gradually implemented in the years that followed.
