Synopsis

This study brings together recent theoretical and empirical academic research in public finance. Interesting topics such as fiscal rules, fiscal regulations, optimal government size, environmental taxes, health expenditures, and Baumol cost disease are discussed in this context. Each chapter presents the theoretical foundations, recent developments, and statistical evaluations of these topics, providing a specific perspective on public finance.

‘Fiscal Rule: Sample Country Practices and Turkey’ analyses the development of public debt, budget balance, primary balance, public revenues, and public expenditures variables in Turkey and selected European countries in the post-2000 period. Within the fiscal rule framework, the Maastricht criteria in general and country-specific developments are evaluated.

‘2023 Fiscal Regulations: A Teleological Approach Within the Scope of Law and Economics’ examines fiscal regulations from the law and economics perspective. The study uses teleological interpretation methodology to analyze the socio-economic justifications of the fiscal regulations made by presidential decisions and laws.

‘Optimal Government Size in Turkey: Insights from Fourier Augmented ARDL’ investigates the validity of the optimal government size and Armey/BARS curve hypotheses in Turkey using Fourier-based econometric methods.

‘An Empirical Analysis of the Relationship Between Environmental Taxes and Carbon Emissions in Turkey’ empirically analyses whether the environmental taxes implemented in Turkey are a successful policy in reducing CO2 emissions, one of the main factors of environmental pollution.

‘Public Healthcare Expenditures and Their Theoretical Dimensions From The Perspective of the Social Welfare State’ uses a statistical approach to examine the development of health expenditures in Turkey and the world and presents comparative evaluations of general public health expenditures.

‘Analysis of European Union Health Expenditures within the Framework of Baumol's Cost Disease’ analyses whether the health sector in the European Union countries suffers from Baumol's cost disease.

This book provides valuable insight into the specific issues covered by public finance both in Turkey and internationally. Drawing on both a theoretical and an applied approach, the studies analyze, compare, and propose solutions to public finance policies in various countries. Accordingly, this book is hoped to help guide policymakers and future researchers.
