Synopsis

Urbanization, with increasing population density and diverse human activities, drives anthropogenic climate change through processes such as fossil fuel consumption, land use changes, deforestation, and industrial activities, contributing to 50-80% of global greenhouse gas emissions originating from cities. However, policies aimed at reducing greenhouse gas emissions can be more readily formulated and implemented at the local level due to local governments' flexible decision-making structures, proximity to societal dynamics, and access to international funds. Nonetheless, the institutional and financial capacity limitations of local governments constrain the applicability of multilevel governance models and the sustainability of inter-actor collaboration in climate change mitigation. This study analyzes the roles of local governments and the challenges they face while evaluating their capacity to develop climate change mitigation and adaptation policies. It also highlights global urban governance as a solution for reducing city-generated greenhouse gas emissions and addressing climate-related issues.
