Synopsis
As natural disasters, climate crisis, urban demolitions and epidemics began to increase in recent years, it became clear that traditional strategies and approaches in disaster management were inadequate. The new management approach that emerged within the framework of governance is designed on two important elements: accepting uncertainty and developing predictions and scenarios for this. In this context, while cities are creating their plans, they should consider spatial, social, economic, environmental, etc. in case of any disaster. Resilience has gained importance regarding the sustainability of cities and society, taking into account many factors and risks to fulfill their functions. Therefore, it has been observed that academic and political discussions about the concept of resilient cities have increased after the recent epidemics and natural disasters in Türkiye. Thanks to resilient cities, cities are expected to fulfill managerial and organizational functions against urban shocks by providing rapid solutions through coordination and cooperation between central and local government stakeholders. In this study, the implementation of resilient urban policies and principles has been comprehensively in its current form and critical evaluated, taking into account the legal, administration and political elements and features in the relations between the central and local governments in Türkiye.
