The concept of resilience, its origins, and its various interpretations across different domains are discussed in this article. Resilience has recently become a trending topic, especially concerning urban resilience. Approaching the crisis of Climate Change from a perspective of resilience entails considering cities and their inhabitants as key players in finding solutions. It is recognized that cities alone cannot be resilient; rather, the adoption of a nature-based approach in the lifestyles of urban dwellers, the implementation of comprehensive environmental understanding in decision-making processes, and the management of activities with minimal ecological impact constitute the backbone of this process. The greatest responsibility lies with humans and their behaviors. Despite examples from Turkey and internationally indicating increased awareness and involvement of the public in addressing Climate Change, evaluations based on research suggest that such awareness is not as prevalent in Turkey as anticipated. Consequently, a tableau emerges where public participation is significantly minimized. There is a vision in Turkey that seems to exclude or struggle to engage with the Resilient Cities network beyond the governance that follows procedures such as the preparation of Climate Change Action Plans by municipalities, zero waste approaches, and clean energy policies. Fundamentally, considering the permeability of these concepts upon each other and the observation of a spiral of managed confusion in the deployment of integrated systems in different countries, it is certainly plausible to assert the existence of such a spiral.
