Synopsis
Globalization, which affects our world and has various dimensions, has affected many different areas in our social life. One of the areas where the concept of globalization is effective is social policies. The social policies determined and implemented by countries directly affect the social welfare system of the society and the quality of social services. Social services defines a field of social policy in which more than one profession and discipline works effectively together. The concept of social welfare has emerged as a state approach that requires the direct active participation of the state in the market in order to increase social welfare and raise living standards. The economy is one of the fundamental institutions of social life and cannot remain beyond the developments that occur with globalization. The development process of the welfare state has developed as a result of globalization and new liberal policies in the economy. A change in the social welfare system affects every element of the social structure. Neoliberalism; It has a different understanding of universal approaches and institutions such as social services to be provided to every individual, effective social supports and full employment, which constitute the concept of welfare state. According to neoliberalism, the social state harms individuals' self-confidence and entrepreneurial aspects with the social expenditures it makes without taking responsibility and without compensation. Neoliberalism considers the market as a structure that determines socioeconomic decisions as a whole. Therefore, in the ideology of neoliberalism, concepts such as maximum benefit of society, social welfare, social state and social services are not at the forefront. Social services have played an important role in the progress of societies and are important for people in every period.
