Synopsis
Considering the past and the nature of nuclear energy within the framework of Türkiye’s energy policies, it can be seen that the necessary importance is not attributed to the Akkuyu Nuclear Power Plant in the literature. In this context, it is possible to say that the risks and opportunities arising with the Akkuyu project have not yet been extensively discussed. The aim of this study is to address the risks and opportunities that arise with Akkuyu Nuclear Power Plant and to evaluate why Türkiye has implemented this project. In this direction, first of all, the situation of nuclear energy in the world is discussed in this study and several information are given about the installed power levels, the number of reactors, electricity production, uranium reserves and trade on a country basis. Then, Türkiye’s nuclear energy policies are evaluated chronologically. In addition, as the most concrete output of Türkiye’s nuclear energy policies the risks and opportunities posed by Akkuyu Nuclear Power Plant are discussed. All in all, in addition to the energy supply security offered by the nuclear energy, Akkuyu Nuclear Power Plant is a large-scale investment that is expected to provide significant opportunities in terms of creating employment, generating economic income, and construction of domestic reactors and power plants in the future with the help of the training and experience gained. On the other hand, unlike the models considered and the tenders opened in the past, the choice of the build-own-operate model instead of the build-operate-transfer model affects negatively to the planned gains and the opportunities offered by the nuclear energy. As a result, the risks posed by Akkuyu Nuclear Power Plant outweigh the opportunities it offers due to the structure of the agreement and this situation creates more foreign dependency rather than energy security.
