Synopsis
Strategic plans, which are prepared during the strategic planning process, are one of the most functional reference documents of management science. They are mainly implemented in the private sector but are widespread in the public sector as well. Strategic plans generally cover a single sector (public sector, private sector or third sector) and for other sectors just some limited number of activities are formulated. However, the strategic plans prepared in the field of fighting against crime exhibit the most comprehensive applications of the field of strategic management, focusing on all the mentioned three sectors since the field in question is multi-actor and multi-layered. In addition, they have a unique place in the academic literature in terms of purpose, scope, duration and methodologies followed and worth researching in detail. In addition, unlike other strategic plans, the names of these documents differ according to the concept that corresponds to the period covered by the plan (long or short term). They are prepared under different names such as crime prevention, crime reduction or community safety plan. In this respect, this paper’s conceptual analysis part elucidates, purpose, scope, stakeholders, duration and methodological differences of strategic plans for fight with crime. Furthermore, crime prevention strategies are explained and following that the approach of the United Nations on the subject and successful and inspiring practices from Turkiye, the United Kingdom and Canada are presented and finally these cases are analyzed based on the factors of strategic planning, purpose, scope, stakeholders, duration, and methodologies on which they are based. As another important contribution of the study, besides filling the gap in the academic literature, the conclusion section provides elucidations to alleviate conceptual ambiguity and to support decision makers.
