It is possible for institutions to include the records that they use intensively (as a precaution against negativities such as wear and tear due to use and to speed up transactions), other than archival and archival records, into Electronic Records Management Systems (ERMS) through digitization. The aim of this study is to discuss the problem of early destruction of records other than archival and archival records, which can be digitized -legally- because they are frequently used and require multiple uses at the same time. However, this study does not propose to ignore the legal requirements of destruction, which is emphasized as a necessity, and the issue of digital copies having certain legal elements. Again, this study argues that records that will be destroyed at the end of their retention period but are digitized on the grounds that they are frequently used in administrative processes and require multiple uses at the same time; the difficulty of (physical) management of digitized records; the financial burden of providing equipment, allocating space and employing professional staff; and the temporal reduction of the -partial- workforce spent on archival functions can speed up the processes in public administration. Again, this study discusses and defends the possibility of early destruction of the original physical resources (records/files) of the digitized records groups according to global practices and within the framework of Turkish archival legislation.
